The negotiations between Messrs. Pauling, the American group, and the Chinese are, I am told, about to be resumed in the course of next week.
I propose to base my attitude on what I understand to be the intention of your telegram No. 145 of the 7th instant, namely, that, unless approached by my Japanese colleague, I should refrain from taking any step as regards Japanese participation in the railway.
